Tomáš Portlík is the first deputy chairman of ODS and the candidate of the Spolu pro Prahu coalition for mayor of Prague in the 2026 municipal elections.

Tomáš Portlík (ODS) is the candidate of the Spolu pro Prahu coalition, made up of ODS and TOP 09, for mayor of Prague in the municipal elections of 9 and 10 October 2026 [1][2]. FORUM 24 describes him as first deputy chairman of ODS and Novinky.cz as head of the Prague ODS [2][3].

Foreign-relations adviser

On 24 September 2026 Portlík announced that, if elected mayor, he would be advised by former foreign minister and deputy Jan Lipavský, without any claim to remuneration [1][2]. Lipavský is to deal with international relations, economic diplomacy and security, including cyber threats and the city’s resilience [1][2]. Jan Lipavský was foreign minister for the Czech Pirate Party in the government of Petr Fiala and stayed in it as a non-party member after their departure from the government. [6] Portlík also wants to continue Prague’s cooperation with Taiwan at the level of cities [1].

Dispute over the capital’s money

Finance Minister Alena Schillerová (ANO) said in the Sunday Debate on Czech Television that the government wants to adjust the budgetary allocation of taxes and that, in her view, Prague has too much unused money [3]. Portlík wrote on a social network that the Prague elections would be a referendum on the money of Prague residents and on whether it is used for Metro D, the Městský okruh and schools or the state reaches for it; he added: “Prague is not a state ATM” [3].

According to the bookmakers, whose data Echo24 published, the odds at both of the largest betting companies on Portlík’s election as mayor are 1.9:1 and on a victory of the Spolu pro Prahu coalition 1.5:1. [4] Tipsport spokesman Jiří Hadrava said that deputy mayor Petr Hlaváček is also in the running, and for bookmakers he is a bigger favourite by one tenth of odds. [5] In a quiz about Prague that was part of the mayoral Superdebate of the iDNES.cz portal, Portlík answered all questions correctly and, together with Adam Scheinherr and Milan Urban, stayed in the game until the end.
