In the Prague 18 district, a coalition of ANO, ODS with TOP 09 and the group Náš domov Letňany has been agreed after the 2026 municipal elections. The coalition will be formed without the winning Zdravé Letňany. Mayor Zdeněk Kučera (ANO) announced this on Facebook on 20 October 2026 and confirmed that he will remain in office.[1][2]
Election result
Zdravé Letňany, supported by Praha sobě, the Czech Pirate Party, KDU-ČSL and the Greens, won seven seats. ANO came second with five, the Spolu coalition (ODS, TOP 09) third with four, and Náš domov Letňany fourth with three. Jsme Letňany and STAN won two seats each.[1][2]
Coalition
The new coalition has a narrow majority of 12 votes in the 23-member council. Until now the district was led by a coalition of ANO, ODS and TOP 09. Kučera said that Zdravé Letňany had also approached ANO, but no agreement was reached. For him, it was important to continue with the previous partners and to finish projects already under way.[1][2]
According to reports, a coalition without the election winner is also forming in Prague 8 and in Prague 5.[1][2]

Talks between STAN and Spolu on 15 October 2026
The negotiating teams of STAN and the Spolu coalition (ODS, TOP 09) agreed on 15 October 2026 on transport, education and housing, but did not agree on who would receive the finance portfolio. According to Spolu leader Tomáš Portlík, both parties want to keep the existing portfolios to which they had no objections: STAN would thus continue to manage territorial development and education, and Spolu infrastructure, social affairs and health. Who will be in charge of transport is also to depend on whether a third group joins the coalition.[3]
STAN wanted to meet the Czech Pirate Party and then Praha sobě at the beginning of the following week and discuss the entry of another partner. Spolu did not intend to meet these groups and preferred a coalition with STAN only. Both groups ruled out cooperation with ANO. STAN and Spolu have 17 seats each in the 65-member council, so 34 votes together; Praha sobě won 13 seats, ANO 11 and the Czech Pirate Party seven.[3]
In the districts, some groups have signed memoranda of cooperation. In Prague 6, STAN, ODS with KDU-ČSL and Praha 6 sobě, supported by the Greens, agreed to continue the existing coalition; Petr Prokop (STAN) is to become mayor in place of Jakub Stárek (ODS), and the parties want to sign the coalition agreement by the beginning of November. In Prague 13, ODS agreed on cooperation with STAN, the Czech Pirate Party, the Greens, TOP 09 and KDU-ČSL; the new town hall leadership is to have 21 of 35 votes and be formed without ANO. In Prague 8, the winning group 8žije, Praha sobě and the Greens proposed a coalition with STAN, TOP 09 and the Czech Pirate Party holding 25 of 45 seats, but the agreement was not confirmed.[3]
ANO talks in Prague 11
The ANO movement, which won the municipal elections in the Prague 11 district, began coalition talks in mid-October 2026 with all the groups elected to the council. ANO leader Petr Sýkora said that he makes cooperation conditional on agreement on delivering the programme and rules out no group in advance. According to him he could become mayor, but the post will be decided only by the coalition talks.[3][4]
In the 35-member council, ANO won eight seats, TOP/STAN seven, Hnutí pro Prahu 11 and Praha 11 sobě six each, ODS five and the Czech Pirate Party three. After the 2022 elections a coalition of Hnutí pro Prahu 11, the Czech Pirate Party and Praha 11 sobě was formed; Mayor Šárka Zdeňková was dismissed at the end of 2023 after the coalition broke up, and after half a year of negotiations she was replaced by Martin Sedeke (ODS).[4]
Statement by Petr Hlaváček on coalition options
Petr Hlaváček (STAN) said on 11 October 2026 that a coalition of STAN and Spolu cannot be ruled out, but would be fragile; the two groups have 17 seats each and together a narrow majority of 34 votes in the 65-member council. On a coalition of all four groups (STAN, Spolu, Praha sobě, the Czech Pirate Party), he said that with such a wide spread of views he is not sure it would work.[3]
According to a calculation by Novinky, a coalition of STAN, Praha sobě and the Czech Pirate Party would also have a majority, with 37 seats, without Spolu. The parties had ruled out cooperation with ANO in advance. STAN planned the first round of meetings for the beginning of the following week; on Monday afternoon it was to meet Spolu and its leader Tomáš Portlík.[3]
Talks in other districts
According to the Czech News Agency, negotiations in other Prague districts stood as follows on 15 October 2026. In Prague 10, the groups signed a memorandum of cooperation, and Martin Valovič (ODS) is to continue at the head of the town hall. In Prague 17, the winning Řepští sousedé agreed on a coalition with STAN and are preparing a coalition agreement. In Prague 16, the town hall will continue to be run by ODS, which won ten of 15 seats; whether Karel Hanzlík remains mayor also depends on whether he will hold a full-time post at Prague City Hall.[4]
In Prague 5, the winning Praha 5 sobě held talks with all elected parties except ANO. In Prague 4, the winning Spolu coalition began talks with ANO, which was also its partner in the previous term. In Prague 1, the winning Praha 1 sobě began talks with TOP 09 and the Czech Pirate Party, which together would have 14 of 27 seats. In Prague 9, Spolu won 15 of 33 seats and the shape of the coalition was still being negotiated.[4]
According to Novinky.cz, Spolu leader Tomáš Portlík said in early October 2026 that a two-party coalition makes sense only with a clear majority and that 33 councillors do not guarantee stability. STAN scheduled the first round of meetings for the beginning of the week from 12 October; on Monday afternoon it was to meet Spolu.[3]
ANO leader in Prague 11 Petr Sýkora said of the talks that the movement will approach all groups because it wants to stress the interests of the district rather than party affiliation. According to him, ANO proved itself in opposition in the past term by keeping agreements. According to the Czech Statistical Office, the district has roughly 73 thousand inhabitants.[5]
Positions on a STAN and Spolu majority
According to Novinky.cz, Spolu coalition leader Tomáš Portlík (ODS) expressed the view as early as the beginning of October 2026 that a two-party coalition makes sense only with a clear majority and that 33 councillors do not guarantee stability. Petr Hlaváček (STAN) said on 11 October 2026 that the two parties share the effort to form a stable coalition. He did not confirm that he wanted to proceed jointly with Portlík in further talks and referred to the upcoming negotiations. On a possible coalition of all four groups he added that the first and second rounds of talks serve to test whether it would work.[3]
