On October 21, 2026, representatives of the STAN movement met with the Praha sobě team and presented an offer for it to join the Prague city coalition with STAN and SPOLU pro Prahu. STAN's leader in Prague, Petr Hlaváček, said the offer includes a division of seats on the council with preliminary portfolios, chairmanships of vacated committees, and seats on the boards of municipal companies. Negotiations on portfolios have so far been only general. Praha sobě's leader, Adam Scheinherr, said his group would respond by the evening of the same day.[1][2]

The STAN council club is to discuss possible coalition options on the morning of Thursday, October 22, 2026, and adopt a recommendation for the negotiating team. The STAN and SPOLU pro Prahu teams are to meet again before noon. Hlaváček repeated that STAN prefers a broader coalition rather than one with SPOLU pro Prahu alone, which would have 34 of 65 votes in the council, and that he wants to decide on the format by the end of the week.[1][2]

In the municipal elections in Prague, STAN and SPOLU pro Prahu each won 17 seats, Praha sobě 13, ANO 11, and the Czech Pirate Party seven. SPD and Motoristé sobě did not make it into the council. The coalition of SPOLU pro Prahu, the Czech Pirate Party and STAN has governed so far. Praha sobě proposed a coalition of STAN, Praha sobě and the Czech Pirate Party, which is also supported by the Pirate club; its proposal is six seats on the eleven-member council and the post of mayor for STAN, three seats for Praha sobě and two for the Czech Pirate Party.[1][2]

Memoranda on Coalitions in Prague 6 and Prague 10

In Prague 6, on October 13, 2026, the outgoing coalition of STAN, ODS and KDU-ČSL and Praha 6 sobě, with the support of the Greens, signed a memorandum on continued cooperation. Petr Prokop (STAN) is to become mayor, replacing Jakub Stárek (ODS); Stárek is to become deputy mayor. Mariana Čapková (Praha 6 sobě) is to be statutory deputy mayor, with Václav Kožený (ODS), Petr Palacký (Greens) and Jan Lacina (STAN) as further deputy mayors. The district council will remain nine-member. The parties want to sign the coalition agreement by the beginning of November. STAN won 12 of 45 seats in the district, while Praha 6 sobě and the ODS–KDU-ČSL coalition each won ten.[3][4]

In Prague 10, the winning candidate list Společně pro Prahu 10 (ODS and independents), the alliance of STAN, Vlasta and KDU-ČSL, and the Praha 10 sobě group with the Greens signed a memorandum on a new coalition on October 14, 2026. The coalition should have 24 seats in the 45-member council, and Martin Valovič (ODS) is to remain mayor. Praha 10 sobě with the Greens will replace TOP 09 in it. In the elections, Společně pro Prahu 10 won ten seats, STAN eight, and ANO and Praha 10 sobě six each.[5]

October 27, 2026 Talks: Offer of Two Council Seats for Praha sobě

After talks with representatives of STAN and SPOLU pro Prahu on October 27, 2026, Praha sobě announced that it agrees to two seats on the Prague council instead of the three originally demanded, with responsibility for transport and property. It has not yet confirmed joining the emerging coalition. This was stated by Praha sobě's leader, Adam Scheinherr.[6]

According to Scheinherr, his group learned about the second offered position, the property portfolio, for the first time only at this meeting, and therefore wants to discuss it with the council club and the negotiating team. He said combining transport and property makes sense because the two areas share common issues. He himself would take over transport. He made his willingness to accept two seats conditional on guarantees, including the preservation of the powers of the councillor for transport.[6][7]

At the meeting, representatives of the groups focused mainly on individual transport projects and ideas about how the property portfolio would work. Scheinherr described the talks as constructive and said the coalition has not yet been agreed. Another meeting of all three groups is to take place on Monday, November 2, 2026.[6][7]

Policy Talks and an Offer to the Czech Pirate Party (October 27, 2026)

On October 27, 2026, representatives of STAN and SPOLU pro Prahu met first with the Praha sobě team and then with Czech Pirate Party negotiators. According to Blesk.cz, STAN leader Petr Hlaváček said that working groups on policy issues and individual portfolios would follow with both groups. He said the meetings should last until the end of the week starting November 2, 2026, and he would like to announce the result of the post-election talks at the beginning of the week starting November 9, 2026. According to Hlaváček, a two-party coalition of STAN and SPOLU pro Prahu cannot be ruled out.[6]

The negotiating teams are to meet again at the highest level in a three-party format, with Praha sobě on Monday, November 2, and with the Czech Pirate Party on Tuesday, November 3, 2026.[6]

Czech Pirate Party leader Nislerová said after the meeting that her team had received a revised offer of cooperation with safeguards and mechanisms that could improve the Pirates' position in the coalition. Hlaváček added that the new offer includes one more chairmanship of a council committee than the previous one. According to Nislerová, the Pirates will take part in detailed talks on the program.[6] According to Blesk.cz, all the groups have ruled out cooperation with ANO.[6]

Praha sobě's Conditions for Joining the Coalition (October 27, 2026)

Praha sobě originally expected three seats on the council in the negotiations. According to its leader, Adam Scheinherr, it is willing to accept two seats under certain conditions and guarantees. One of them is preserving the powers of the councillor for transport: Scheinherr said the situation of the past four years should not be repeated, when, in his view, the councillor for finance effectively ran municipal companies and decided on project details, which should be the responsibility of the portfolio councillors.[7][8]

According to Scheinherr, the specific division of areas among future councillors has not yet been discussed. The group wants to evaluate the offer only once it knows the specific conditions from STAN.[7][8]

STAN's Next Steps After the October 22, 2026 Talks

Prague STAN leader Petr Hlaváček announced on October 22, 2026, after a meeting of the council club, that the movement's negotiating team would continue developing a coalition with SPOLU pro Prahu (ODS, TOP 09) and Praha sobě. The Czech Pirate Party rejected the offer to join such a coalition.[9] Hlaváček said STAN still aims for a broader coalition in order to represent more voters.[10]

If the three-party coalition is not formed by the November council meeting, according to Hlaváček and SPOLU pro Prahu leader Tomáš Portlík (ODS), STAN and SPOLU pro Prahu will form the city government and continue negotiating with a third partner. The two-party coalition would have a narrow majority of 34 votes in the 65-member council.[10] On the eleven-member council, STAN expects five seats, SPOLU pro Prahu four, and Praha sobě would get two, including the transport portfolio. Without a third partner, the ratio would change to six councillors for STAN and five for SPOLU pro Prahu.[10]

A meeting of the negotiating teams of all three groups was scheduled for Monday, October 26, 2026, the result of which is to serve as a basis for the policy statement and the division of portfolios. Hlaváček also said STAN wants to meet with the Czech Pirate Party to clarify their position. He considers an agreement with a third party possible during December, after the two-party coalition is formed.[10]
