At its inaugural meeting on Monday 2 November 2026, the city council of Plzeň elected Roman Zarzycký of the ANO movement mayor for a second time. In an open vote, 33 of the 47 councillors voted for him. Eleven opposition members from ODS and the group Chceme Plzeň voted against, one councillor abstained, one did not vote and one was absent. Zarzycký had no rival candidate [1][3][4].

Zarzycký, aged 49, heads the fourth largest city in Czechia, with almost 190,000 inhabitants, for a second term. From 2018 to 2022 he was first deputy mayor [1].

Coalition and city board

ANO won the election in Plzeň and still during the election weekend agreed to continue the coalition with STAN and Pro Plzeň, with the support of KDU-ČSL. This majority has 34 votes in the 47-member council. In the previous four years, the coalition also included the Czech Pirate Party, which did not make it into the council this year [1][4].

The city board shrank from eleven members to nine. Under the coalition agreement, ANO has five members on it, STAN three, including the first deputy mayor, and Pro Plzeň one. All board members will be full-time, that is, paid for a full workload [1][2].

Zarzycký has newly taken on security in addition to finances [2][3]. Aleš Tolar (STAN), who retained transport and the environment, became first deputy mayor. Jiří Novák (ANO) took over the technical area, and the third deputy mayor is Tomáš Morávek (Pro Plzeň), responsible for sport, smart cities and business support. Board member Světlana Budková (STAN) remains in charge of housing, Eliška Bartáková (ANO) took over education, Jiří Šrámek (ANO) continues to have the social area, and Vlastimil Gola (ANO) the city's property and the management of its equity holdings. Libor Janíček (STAN) was proposed for culture [4].

The council meeting was interrupted because some of Plzeň's councillors also sit on the council of the Plzeň Region, which also met that day. After 13:30 it continued with the elections of deputy mayors and board members [4].
