Roman Zarzycký is the incumbent mayor of Plzeň and the leader of the ANO list in the municipal elections held in Plzeň on 9 and 10 October 2026. ANO won 18 of the 47 seats on the city council, up from 15. [1] STAN won ten seats instead of its previous four, the ODS eight, the PRO Plzeň grouping with the Christian Democrats six and Chceme Plzeň five. The Czech Pirate Party and SPD did not make it onto the council. [6] Zarzycký defended his position as list leader and received the most preferential votes. [2] Political scientist Přemysl Rosůlek of the University of West Bohemia said that ANO was helped by the fragmentation of the opposition and by the fact that the SPOLU coalition, which narrowly beat ANO in the previous election with 27.73 per cent of the vote, does not function in Plzeň. [5]
After the election Zarzycký said he wanted to build a firm and stable four-year coalition and did not rule out talks with the ODS. [1] In an interview for Deník of 11 October 2026 he said that, in his view, about 90 per cent of the programme statement had been fulfilled, for example housing construction, expanded school capacity and water infrastructure in Malesice and on Rolnické náměstí. [7] ANO and PRO Plzeň, which has six seats on the council, announced joint negotiations; together they hold 24 of the 47 seats. [3] On 11 October 2026 Zarzycký announced a coalition agreement between ANO, PRO Plzeň and STAN and said he would remain mayor. [4] In the nine-member city board ANO is to have five seats, STAN three and PRO Plzeň one, and Aleš Tolar of STAN is to become first deputy mayor. The parties signed a memorandum and want to conclude a coalition agreement within a week; the new coalition is to hold 34 seats. [6]
The outgoing city leadership consisted of ANO, STAN, the Czech Pirate Party and PRO Plzeň with 28 seats. [1] Zarzycký named the swimming pool project, among other things, as an unfinished task of the outgoing term. [1] ANO announced that it will hold the mayoralties in all four large city districts: Lochotín, Slovany, Bory and Doubravka. Deputy mayor Tomáš Morávek of PRO Plzeň is to be responsible for sport and also for business support and smart city. [8]
