Černouček is a municipality in the Litoměřice area.

Černouček is a municipality in the Litoměřice area. Elections to the municipal council are held there on 9 and 10 October 2026, together with local elections in the other municipalities.[1] The date was set by the president in June 2026, and he had no choice, because under the amendment local and regional elections must be held on Friday and Saturday of the first full week of October. [1]

President Petr Pavel cast his vote in Černouček in the second round of the Senate elections in the Litoměřice district on 28 September 2024.[1]

On 2 October 2026 the Office of the President of the Czech Republic announced that, because of a private trip abroad, Pavel would not take part in the vote in the elections to the municipal council of Černouček. [1]

According to the Czech News Agency, the only president who has not taken part in some type of election was Miloš Zeman, who skipped the second round of the Senate elections in October 2020. [1]

The chairman of TOP 09, Matěj Ondřej Havel, said in response that one vote would be missing in Černouček, and the Speaker of the Chamber of Deputies, Tomio Okamura, said that high constitutional officials should set an example and take part in elections. [2]

On 2 October 2026 the president left on a private trip outside the European Union and is to resume his working schedule on 19 October 2026 by receiving ambassadors. [3]

According to the mayor, Lucie Kavánová, Černouček has 330 inhabitants. [4]

Before the 2022 local elections, Petr Pavel, standing in front of the municipal office in Černouček, described local elections as the most natural for citizens, because in his view they decide about what happens in their immediate surroundings. [5]

The president's wife, Eva Pavlová, was one of the seven councillors of the municipality in the previous term and will not seek the mandate again this year. [5]

According to iDNES.cz, Petr Pavel is the first president to skip a vote because of a private trip, and neither Václav Havel nor Václav Klaus skipped elections during their terms, according to the news site. [6]

Member of Parliament Michaela Šebelová (STAN) called the decision a mistake and a bad signal to voters, and MP Taťána Malá (ANO) said that the president should always take part in elections. [6]
