The Ministry of Transport selected the ViaAlliance35 consortium as winner of the tender to complete 35.4 kilometres of the D35 motorway between Opatovec and Mohelnice as a public-private partnership (PPP). Transport Minister Ivan Bednárik (for SPD) announced the result on 6 October 2026.[1][2] The consortium consists of Cintra Global, Strabag Motorway, Budimex and Invesis.[1][2]

Bids

The ministry received bids from three groups of companies; the final projects were submitted in July 2026. According to the ministry, the net present value of availability payments is CZK 71.32 billion for ViaAlliance35, CZK 76.16 billion for the LitMo group and CZK 85.98 billion for ViaCM.[1][2] Bednárik said the choice was based not only on price but also on the quality of the solutions offered.[2]

Scope of the project

The project covers construction, financing, operation and maintenance of the Opatovec–Staré Město and Staré Město–Mohelnice sections, including the Dětřichov tunnel (almost four kilometres) and the Maletín tunnel (about 1.3 kilometres). The concessionaire is also to take over operation and routine maintenance of the adjoining 17 kilometres of motorway between Litomyšl and Opatovec, which the Ředitelství silnic a dálnic is building.[1][2] The State Transport Infrastructure Fund is to start paying availability payments only after all the new sections open; their amount is to depend on the availability of the motorway and the quality of services, and deductions apply if requirements are not met.[2]

Next steps

The statutory period for objections by the other participants in the procedure is running. The concession contract must be approved by the government and the Chamber of Deputies before signing. According to Bednárik, the first construction machinery could start work as early as 2026, at the latest at the turn of the year, because, unlike the PPP project on the D4 motorway, the contract allows preparatory work to begin immediately.[1][2]
