The Bezpečnostní rada státu is a standing working body of the government for coordinating the country's security issues. Its members are the prime minister and other members of the cabinet, as decided by the government. Meetings are usually also attended by the police president, the chief of the General Staff of the army, or the heads of the intelligence services [2].
Meeting of 20 October 2026
The council met in Prague on 20 October 2026, and the president of the republic, Petr Pavel, also took part in the meeting, which lasted about three hours. The previous meeting was held at the end of August [1].
The council took note of the new concept for the development of the Czech Armed Forces and instructed the defence minister to submit it at the next government meeting, as the chief of the General Staff, Miroslav Hlaváč, said after the meeting. According to him, the council recommended no changes. The updated document is to set the main directions of the army's development up to 2040; the existing concept, looking ahead to 2035, was approved in 2023 by the government of Petr Fiala. The council had already dealt with the concept in June 2026. Transport minister Ivan Bednárik (for SPD) said that the approval had been delayed by the recent appointment of Hlaváč as head of the army in place of Karel Řehka [1][2].
According to Bednárik, the council also dealt with cybersecurity and briefed its members on current information about counter-drone protection, including the results of an exercise in Vyškov. The director general of the fire service, Martin Legner, said he had presented the members with a document on the resilience of infrastructure, focused on the availability of emergency lines. Most of the other topics were discussed in a classified regime [1][2].
