Audit of start-up support, 2021–2025
According to an audit published on 5 October 2026, the Ministry of Industry and Trade provided the CzechInvest agency with 914 million korunas to support start-ups. For most of the projects, the ministry did not monitor whether the set targets had been met, tracking only the number of supported projects or relying on incomplete data [1][2].
According to the NKÚ, for the 276 million korunas in support from the National Recovery Plan, the ministry tracked only the number of supported entities. In the Start-up Support project, which received 195 million korunas from the Enterprise and Innovation for Competitiveness operational programme, the impact-monitoring system was based on data from fewer than half of the start-ups. The Technology Incubation project received 443 million korunas from the budget by the end of 2025 and was the only one of the audited projects to have impact monitoring in place. The NKÚ found it uneconomical that CzechInvest had long relied mainly on employment-agency staff to carry out key activities, which increased the cost of the project by 21 million korunas [1][2].
