The testimony of Tomáš Knížek in the Dozimetr case is a witness hearing at the court in Prague in which the former deputy director of the General Health Insurance Company of the Czech Republic (VZP) described on 2 November 2026 his links to the group around the businessman from Zlín and to the Prague Public Transit Company (DPP) [1].

Testimony

Knížek stated that, of the group, he worked with a businessman who concluded a plea agreement in the case and was sentenced to a suspended sentence and a fine. He met other members in flats or at parties. He said: "I knew that money was being divided there, but I did not take part in it." Earlier he had worked in information technology at this businessman's companies [1].

According to his testimony, he first saw the businessman from Zlín as a competitor in the struggle for influence at DPP, later as a collaborator. At the meetings he attended, contracts of DPP were discussed, he said. With the former deputy mayor of Prague, Hlubuček, he discussed the latter's political campaign. He also admitted that he communicated several times over an encrypted telephone [1].

Background

According to public prosecutor Adam Borgula, the group led by the businessman from Zlín influenced tenders through managers it had placed at DPP and took bribes for it. The indictment charges the accused, among other things, with participation in an organised criminal group, accepting a bribe, bribery and money laundering. For Hlubuček the prosecutor proposed an eight-year prison sentence [1].

“I knew that money was being divided there, but I did not take part in it.”

Knížek[1]

Knížek also figures in the case of the management of VZP, which is connected with the Dozimetr case. He concluded a plea agreement with public prosecutor Borgula, but the court did not approve it. Judge Milan Rossi insists on a new examination, which is to verify whether Knížek deserves the status of a cooperating accused. Both the prosecutor and Knížek filed a complaint against this [1].
