The Prison Service of the Czech Republic is responsible for the execution of prison sentences, and in October 2026 its director general was Tomáš Hůlka. According to him, one of the organization's long-term goals is for the execution of sentences to lead to the safe return of convicts to ordinary life, and he considers work outside prison an important part of occupational and social rehabilitation.[1][2]

At the beginning of October 2026, Hůlka signed a memorandum of cooperation with Josef Bělica, governor of the Moravian-Silesian Region. Under the memorandum, convicts enrolled in work programs who do not pose a security risk are to voluntarily and without pay help regional organizations with cleaning, maintenance of greenery, upkeep of facility grounds and other auxiliary technical work, particularly at social and healthcare facilities. This will not involve caregiving or personal assistance services. Individual prisons are to arrange cooperation with organizations independently, and the first such cooperation is being prepared between Heřmanice Prison and the Duha Home in Nový Jičín.[1][2]
