Michal Koudelka is the director of the Security Information Service (BIS).[1]

At the international conference "Current Security Threats" in the Chamber of Deputies of the Parliament of the Czech Republic on 12 October 2026, he said that in the coming months Russia could move to riskier and more serious operations in Czechia or another democratic country. As examples he named sabotage attacks on sites helping Ukraine, a drone or missile attack on a weapons depot for Ukraine, and a limited military action against a member state of the North Atlantic Alliance. According to Koudelka, such a threat is not current now, but it cannot be ruled out after some form of mobilisation is declared.[1][2]

He repeated his assessment that Russia poses the greatest external security threat to Czechia. In his view, Russia cannot defeat Western democracies militarily or economically and therefore tries to divide them. He pointed to Russian disinformation efforts and said that their room for operation must be narrowed. At the same time he said there is no need to give in to hysteria, and described Czechia as strong enough to face the threats.[1][2]
